Regular and rural replacement businesses that are covered by the collective agreement receive cost-for-life adjustments provided by the USPS-NRLCA National Agreement. An Operational Services Division (OSD) Schedule, which exists for the ranks and steps of Postal Service Facilities staff in the Postal Headquarters and Facilities Section (APWU) merrifield (APWU), consists of classes 1 to 9. Non-professional employees can be fired more easily, have less security in their schedules and get less generous benefits. They now account for 20% of the USPS workforce – or about 126,000 workers – twice as much as previous collective agreements. NALC filed its complaint after suggesting that the Post Office had violated its contractual limits for urban freight assistants. The agreement will transform all employees in the position of assistant city chiefs with at least 30 months of work experience into a career job and will provide these workers with a more generous range of benefits and more stable positions. USPS obtained the comparison with the National Association of Letter Carriers after the union filed a national complaint. The CCA employment caps under Article 7 of the agreement or the number of CCAs currently in progress will not be increased. However, the postal service will retain a percentage of the additional CCAs previously agreed by the parties by a number of joint ventures. These agreements, which were to be continued in the provisional agreement, have opened up additional possibilities for retraining to the CCAs, to date about 47,000. The vast majority of these CCMs did not have to go through a trial period as career workers. MoUs also include a weekly meeting to monitor the appropriate staff through career changes and voluntary transfer requests.
In addition to their annual hourly wages, all employees of the collective agreement unit also benefit from such a COLA in accordance with their collective agreement. Under the new 2018- national agreement – in 2021, workers will receive four retroactive wage increases.
